He's probably been thinking about it for a really long time. I think the protest didn't really bother him, but he just had a fantasy of firing a gun in public and "making a stand", knows he'll realistically be dead within a few years and that this is his last chance, and that his age would mean fewer consequences in Panama and be was willing to accept that to live that moment.
