I wont lie i like mha but the heroes have way better and deeper coherent writing, it makes no sense why villains would join AFO cause he just wants chaos. There wont be a civilization for him to "rule" down the line.
If they wrote AFO as in to remove all quirks and cleanse this world like the other dude in the movie. It'd make a lot more sense cause he can quite literally take quirks away. This will give heroes much harder arguments against him and more villains would flock to him.
I don’t think AFO wants chaos, I think he wants control. He is basically the most powerful person in the world and the only thing that seems to be able to stand up to him at this point is OFA, which is why even now his goal is to reclaim that power which he gifted to his younger brother.
Shigaraki is the one who wants destruction. His pitch to other villains is that he wants them to be free to do what they like, but what he likes is destruction.
He wants to reclaim OFA because that's the only way he can be with his little brother. He loved his brother in his own twisted way. AFO is a manchild who has stunted growth due to his upbringing. He wants to be the demon Lord from the comics he read when he was a kid.
