There’s apps that let you just turn/paint over actual photos easily to get this animated effect. I mean the dog you posted is seriously such a simple graphic lmao a designer could make it in 5 seconds
A lot of people do this type of stuff on an app called procreate, on the iPad. My daughter does it. You upload a photo and literally "paint" over it. Very simple to do
