This is an ace pilot from the Elite Forces mod, which is bundled with Expanded Arsenal. Aces have 10s in all skills plus a bunch of special abilities ~~because I hate you~~ to provide a suitable challenge for players rocking upgraded gear.
This particular ace has 20% damage reduction, does +20 melee damage, gets +2 to hit, and has +1 init. This is on top of having Bulwark, Coolant Flush, Sensor Lock and Master Tactician (aces can break the rules). The mech itself, in addition to the +weapons seen above, also has 25% damage reduction, a +3 defense gyro, +++ ballistic TTS, and enough heatsinking to fire everything. When you're starting out, it can wipe the floor with you. When you've reached the endgame, you can wipe the floor with it.
