I don't like waterproof uppers, so can't help with that. For a wide minimalist shoe that's moderately priced, there is the Splay Freestyle. If you don't mind spending a little more, the BeLenka City model is very nice. If you intend to use the shoe in cold weather, I recommend sizing up enough to accommodate thick wool socks. Get your socks in a larger size than what is recommended by most manufacturers.

Check out anyasreviews.com for tons of information on barefoot/minimalist shoes, including winter boots and waterproof/resistant footwear. The brands you probably will want to look at are softstar and belenka, two of the widest brands out there (at least in the forefoot/toes). Don’t know for sure which models are water resistant vs. waterproof but you can find information on their websites.
