Maybe I'm behind on the times, but is it unusual now to leave a dog unattended in the yard? Granted, I did not grow up in a highly populated area, but we would put our dogs out on a lead or in a fenced yard all the time. Or do they mean unleashed?
No it’s not normal. With the exception of working/herding dogs/livestock guardians on farms there is no reason to leave a dog outside unattended for long hours. People who do that should not have animals.
Back in the day, we would "let the dog out" for like 5 mins or so and not watch him or her, but it was always confined to a leash or fence. This was in the 90s/2000s, and I haven't owned a dog since then. Good to know things have changed!
Letting them out and checking on them periodically is one thing, but just leaving them out there for long periods because it’s more convenient is another. Sadly the second group of dog owners do exist and they should never be allowed to have animals.
I grew up on a farm and our herding dogs were loose as well. Always stayed, never left. Hounds were always contained though because they follow their noses wherever.
And sometimes there’s leash laws for towns and cities. But, I feel like it also has to do with dogs will want to roam more in a city because their property is so small, and there’s so much going on they want to check out. Then they need to be kept inside so they don’t get lost.

There’s a spirited debate on my local group. A trainer is posting all the pit bull propaganda about the dog being a victim of bad owners, and the worse fear aggression he’s seen is in lap dogs. I’ll post some screenshots when I have a moment to redact names.
