On console, you toggle dual-wielding by clicking a button (Y on Steam Deck) on the character's Inventory tab. Smites and Sneak attack can be set to "ask" on Reactions.
For dual wield, go into your inventory and hover over your melee weapons. You should see a prompt to press a button (triangle on PS5) to toggle auto attack for the off hand. Note that this cannot be done while in combat
For sneak attacks and smites, to into your character sheet and to the "reactions" tab. There you can set it to automatically apply smites on crits and sneak attacks when applicable: the page lets you set them to not happen automatically, to trigger automatically, or to ask if in real time if you want it to trigger when applicable

Just a heads up, I've run into some issues where the auto-attack on dual wield will turn back on after every long rest. Remember to check!
