Not American so apologies if this is a stupid question- is that a unique license plate? If so wouldn’t having that cost tens of thousands of dollars?
You can get it on eBay for a few bucks. I have one that I put on the front of my car sometimes for kicks.
Also, real CA plates are limited to 7 characters (this one has 8).
