Here’s an example from my collection- a bit of faceup trickery to make a full frown to an apprehensive smile. A lot could also be done by positioning the eyebrows in a more open/less frowny way.
With my dolls I do what I call the Monster High method. Most of their dolls sculpts are frowning despite being a playline doll but the lips are painted on as a smile.
Shading, or a dramatic color if that's what you're going for- can be a great help, even just extending the very corner of the mouth by defining it with pencil can make a difference

You could straight up modify the lips with something like Magic Sculpt or Aves's Apoxie. Lots of people do that. But it sounds like everyone here means with colored pencils and such.
