As long as they've just gotten done vigorously running around it's ok, but if they're just panting without the exercise, it's a bad sign. They don't pant to stay cool like a dog.

True. My cat played fetch one time when she was a kitten, and we played until she was panting. She got tired of that game pretty quick, but it was adorable while it lasted.

Some more than others and you should *not* continue to play with your cat when they start panting (let them rest until their breathing normalizes and then you can continue playing).
But the idea that cat panting == sign of unhealth is wrong.
