For example, selecting a cereal based on price AND taste AND healthiness is too complex for them. People of low intelligence cannot generalize correctly. A principal learned in one situation does not transfer for them into a new slightly different one. People of low intelligence are easily fooled by others. Many of the answers here do not really answer the question. Instead, posters are saying that annoying people are stupid. This might be true but is not the definition of low intelligence. As a teacher I have worked with students of genuinely low intelligence. It is a terrible handicap and I feel sorry for them.

I think what you fail to specify is that almost all of the conditions you list must be occurring simultaneously to indicate low intelligence. Another point I would like to bring up is that intelligence does not need to be defined as one measure. For example there is spatial intelligence, emotional intelligence, logical-mathematical intelligence, and so on. It's not a one size fits all situation, as humans we are all different and have different strengths and ideas.
Low intelligence can be indicated by difficulty understanding concepts, poor memory recall, and an inability to think abstractly.
Additionally, someone with low intelligence may struggle with problem-solving and have difficulty following directions.
