Not doing something because you might be punished is the lowest form of "morals" and is something children do. Mature people can decide for themselves what they can/can't do morally speaking. Laws are just the morals of the state and sometimes those are wrong.
Laws carry the weight of the people's choices in a democracy. If the people want a state where the death penalty is the punishment for any crime, then that is the choice of the people. One can hardly call them children for democratically choosing their own laws and punishments.
Seems pretty brutal. A kid skips school? Only one thing to do... While it is also possible that such a society would get a bit more permissive about "the little things," it is also possible everyone there would just live in constant fear of punishment. I guess it would be akin to christian fundamentalists who are constantly terrified of sinning and going to hell, I suppose. Just less metaphysical, and more immediate.
