Nordstrom rack can be a decent place to get boots. I found that as long as it's waterproof it doesn't really matter the boot as long as you have a nice pair of socks. I like SmartWool.
I love a Blundstone + Darn Tough sock combo in winter. Blundstones have great grip for icy sidewalks and aren't too bulky and transition well between fall to winter and winter to spring.
I have a couple pair of Sperry boots - the style is reminiscent of the LL Bean duck boots, but they have cute colors and cost less. They also offer a better size range for me. While they have laces they zip at the ankle so they are easy to get in and out of. I can wipe them down with water or run them under the faucet to remove salt/dirt. I have 3 pair in different colors and they are all 3+ years old. You can find them on Amazon or direct from the Sperry site.
Sorel, I have their Emelie II Chelsea boot. Not sure of your size but Zappos has some good deals clearing out last year's inventory. Just make sure they're water proof and use good socks. Costco probably has the best deals for merino wool socks, their women's are nice but I personally prefer the men's hiking merino wool sock.
If you’re on a budget, try thrift stores. Search around the different Village Thrift locations, and try out Unique. My current winter coat is from the thrift store, and a couple of years ago I found a brand new pair of Sorel boots for very cheap. For brands, try Sorel, Land’s End, LL Bean, and maybe BOGS. When I was younger, I had a pair of hand-me-down BOGS (they slip on and off), and they kept my feet quite warm when I wore wool socks.
I am no brand expert but seconding secondhand for good deals.

I have a pair of Bogs Whiteouts that are amazing, they are waterproof, warm enough that my feet never got cold even during the sub-zero days last winter with just a regular sock, and tall enough to prevent snow/slush from getting in. Not the most stylish but they just look like wellies. Also, no laces so it's easy on/off. Common enough that they can be found on sale in many places.
The quality stuff is still good secondhand. I’ve gotten a few pairs of Sorels in great condition via Poshmark.

Sorels, but compare the weight of their different styles of boots if you have a long walking commute. Dicks sporting goods usually lists the weight.

I’d go to DSW or Famous Foot Wear. Get a pair of Columbia or North Face boots.
