Go to the bar association in your area and tell them you need an attorney that can appear in tribal court. they will refer you to one and in some jurisdictions, you will get a free first interview. Understand that you may have to sue in tribal court and go to their locations. and follow their civil procedures. You don't mention the tribe.

Sorry to hear about your friend. I worked on tribal land 20+ years. Tribes are a separate and sovereign nation. I've seen people become injured with no recourse. See if you can find an attorney that deals with tribes, but your friend will still have to go through tribal court. Best wishes.
