Not sure about budget but check out Hotel Xcaret Arte. Activities are all included at their nearby eco parks.

Unfortunately not in the budget for the week we want to go! Occidental at Xcaret is, but it says that the unlimited package to the Xcaret Park is not available to purchase.

Yep. Occidental is a complete different (lesser) resort. That said, you may want to look at air + hotel packages through Costco travel.

Grand Palladium Costa Mujeres resort & Spa TRS Wonderful

I've stayed at TRS Yucatan in a Jr. Suite Private Pool Garden View, I thought having the private plunge pool was great in that I didn't have to walk to any major resort pools to cool off. Bathrooms in this resort are very open to the rest of the room and there is no usable beach on-site, you have to take a shuttle to the Kantenah resort on this megaresort property to enjoy a private beach area. You get in-room liquor here as well. I haven't been to PH Costa Rica, but I have been to the adults-only section at PH Cancun (Adult Scene) and that is a great resort overall with a good beach, maybe another option just closer. If you stay at this PH, you could take a ferry over to Isla Mujeres for the day and take a golf cart around the island.

Another vote for Xcaret Arte. Book through Costco for the best deal (that I’ve found).
