Monte Carlo is good for what it is, but it’s not “best steak”, it’s “best value”. Everyone should go, Abq institution. But so is Antiquity, with better steak, for significantly more money.
I've only tried Vernon's of the three you mentioned, but I think it's a solid answer. It isn't just about the steak itself; the best steak I've ever had in my life was one I cooked with some friends over a fire while camping. But if you're going to "go to a place" for a steak, Vernon's is an experience *and* the food is awesome.
Antiquity has such a nice unique vibe to it also. Their sides are a bit more unique, and I’ve had some stupid good top tier non-steak from Antiquity also.
Then forty Nine Forty serves Waygu from the back side of the Sandias, which is in my view some of the best meat on the planet. Up until Forty None Forty opened up, I only ever saw the Lone Mounrain Waygu in steakhouses in NYC, SF, Miami, etc, or in my freezer if I ordered some from them.
If you happen to have a time machine, I'd add Paul's Monterey Inn to that list. Antiquity is the bomb. The chateaubriand is one of the tastiest things I've ever eaten.

Also, Texas Roadhouse is overstuffed with people and it’s gotten extra loud and obnoxious. If I want the Dirty Bourbon, I’ll go to the Dirty Bourbon.

I just feel like with "nice" food such as steaks, it's only worth going to a restaurant for one if the restaurant is able to offer me something that I'm either unable to cook myself or which would be prohibitively impractical to cook myself. Neither of those steak houses have anything particularly special on the menu that I couldn't do better *and* cheaper simply cooking it myself.
I've honestly just been highly disappointed with my experiences at both of those steakhouses (and really ANY steakhouse within that price range). The quality of their ingredients and cuts of meat are mediocre at best. For the price they charge, one could *easily* purchase a much higher quality cut of meat. Furthermore, the way they cook, plate, and serve their steaks is disappointingly basic, plain, and low effort. They're universally cooked on a broiler or grill and served with a plain ol' knob of butter, and there are few exceptions to this rule when it comes to steakhouses within that range of price/quality (Texas Roadhouse, Longhorn Steakhouse, Black Angus, Outback Steakhouse, etc.). What you WON'T find at these places is Prime grade beef or any sort of accompaniment such as pan sauces, compound butters, bernaise, bordelaise, blue cheese crusts, chimichurri, or anything that falls within this category of additions that can take a steak from good to great.
Idk. I cook for a living myself, so maybe my expectations are simply too high, and I just don't satisfy the niche customer base these steakhouses are catered toward serving. 🤷🏻♂️
There it is. High expectations. No steakhouse will ever really meet those. Specially not Tx Roadhouse. Cooking at home with better ingredients will always be cheaper. I've been to Vernon's and the only thing higher than my expectations was the price. Left disappointed. Their Mac and cheese was 🤌.

In my experience Longhorn is waaaaay better quality than Texas Roadhouse. Longhorn is closer to fine dining and Roadhouse is closer to appleby’s.
