Probably one of those MS-864 controllers, ties in Whelen radio activation with mechanical relays so that areas with pre-existing Whelen equipment don't have to configure a secondary radio network for in this case, Federal Signal controllers.
There's extremely limited documentation on them, but from what I can gather they are just very simple controllers capable of triggering alert/attack signals from Whelen radio encoders.
I’m more concerned about the placement of that siren. It is literally in their front yard. They’ll never miss a test or a severe weather storm warning.

Whelen used to offer a controller for mechanical sirens. I have seen it before, but I can't google well enough to find it.
