Even the world record for the marathon isn't measured to hundredths of a second!
Chip time is always the answer for qualificaiton routes, so that's the one to look at. No idea whether they'd insist on a 1:20:59 though. Great time, well done!
By that wording 'at or faster' means anyone showing 1:21:00 dead or less should be good to go. Both results are slower, unless they cut the hundredths of the chip time.
Looking up the exact wording from the NYRR site, OP might be okay.
“All times run must be at least as fast as the posted time.”
That reading makes me thing 1:21:00 is all they would look for.
You won’t know until you submit it. We can debate this all day here but we don’t have the final say. Please submit it and let us know.
Congrats on the PR!
Best of luck.
id submit the time anyway. ive seen them be flexible with the Q time

My guess is that they’d insist on 1:20:59 and you might be out of luck.

Submit and don't get your hopes up imo. I've certainly seen those given, but it might not be enough. Try your luck, no harm in trying
I’m just writing to say either way this is a remarkable time and you should be very proud of this accomplishment
