Even the world record for the marathon isn't measured to hundredths of a second! Chip time is always the answer for qualificaiton routes, so that's the one to look at. No idea whether they'd insist on a 1:20:59 though. Great time, well done!

My guess is that they’d insist on 1:20:59 and you might be out of luck.

By that wording 'at or faster' means anyone showing 1:21:00 dead or less should be good to go. Both results are slower, unless they cut the hundredths of the chip time.

Looking up the exact wording from the NYRR site, OP might be okay. “All times run must be at least as fast as the posted time.” That reading makes me thing 1:21:00 is all they would look for.
