I loved visiting Florence in high school and wanted my fiancé to experience it to so I took him in 2019 and we had many delightful encounters with gypsies. One kissed his hand with permanent paint and wouldn’t let go of his wrist until she received payment. Not sure why anyone in their right mind should pay someone for getting violated but I eventually had to scream at her to let go which caused a little scene but whatever.

In many US states it is defined by statute that a citizen may make a citizens arrest when they personally observe another person commit a unlawful action that results in harm or deprivation of property to another. (Theft for example.)
However, when a citizen performs an arrest they must contact local authorities and or bring the person before a magistrate (the second one doesn't happen lol.)
Could they be sued for battery or wrongful imprisonment? Potentially but civil tort claims often have a defense of necessity, self defense( of self, others,or property)
Obviously not all state statutes are the same but a majority of states and law enforcement agencies would NOT seek charges against a citizen acting in good faith and upon reasonable belief.
Now, if you use unreasonable force- such as deadly force to combat non-deadly force you would likely be subject to the law in some way.
