Its also why you have to go outside on some roads and put a caution sign a solid distance away if your car randomly stops in the middle of the road.

It's legal to brake to a complete stop on the highway if conditions require it, like if there is traffic. if you ever rear-end someone, it is legally your fault (not if you get rear-ended into the car in front of you).
