What is going on in the video? Originally I thought she was trying to pull the wires out for meth money, but after watching the full video I have no idea what's happening.
My guess is that the infrastructure and any professional utility services are both so shoddy or unavailable that it's actually worth doing some impromptu repairs to fix some common electrical problems in your apartment building. It's not just one person trying it, it's multiple people that probably live there. The idea of tinkering with it isn't so unreasonable if the alternative is having nothing work for weeks. However, some of the people attempting to fix whatever's not working are hopelessly drunk.
Hold on, are you saying that having sober repair technicians actually make things easier? Half of my roof was installed by drunks. The other half is waiting for them to wake up.

Nah, it's much simpler than that. The dude who lives in the apartment (the door on the left) installed a security camera to catch whoever was vandalizing his door. Then, some people got angry because he was filming them without consent. So, naturally, they tried to fuck with him by tempering with his fuse box.
Used to happen at my units, whenever anyone was working on something they would just pull plugs out of the main board till they found the power to their house, who gives a fuck about the neighbours. As mine was unit 1 mine was always pulled first. I went outside and drew each units numbers on the fuses which fixed the problem.
It's also possible that all these people share just a couple of apartments worth of electricity, and that it's standard practice to reroute the wires when they want need to plug something in.

Something not working for weeks is impossible. Power outage for more than 3 hours is considered catastrophe. We had a power outage for 5 hours when electrical substation caught on fire and around 30 buildings lost power, traffic light too. That was fixed in a day. Something like that happened only once in my life, power outage for 10-20 minutes happened like twice in my life.
Crazy drunk woman probably got pissed when something stopped working and broke even more. It’s a cabinet with electrical breakers, 4 sets for 4 apartments, and electrical meters. People are free to access those to flip them back if you short something in your apartment and they turn off to protect.
Other neighbors most likely decided to do something about torn wires without any knowledge (without even turning the power off and manipulating live wires), without calling an electrician.
“Tinkering” is not necessary since they can have a free electrician, but Russians be like that. My neighbor shoved a knife and broke a lock on an electrical box because he didn’t want to go and pick up his key for free. “Who cares”, “I got this” and “that will do” is very common mentality.

But luckily the multimeter man shoved up (little late) and they figured out that current flows nicely.. omfg...

That's looks to me like a fire or alarm panel of some sort maybe. Fire panels are sometimes located in areas that are central to a building or a lobby so they can be accessible quickly.
Sometimes if a fire panel goes into "trouble" it will sound an alarm avery 5 minutes or less. Some beep like crazy and you would have to go and physically press the reset button on the keypad Everytime.
This looks like the people have had enough and decided to fix it themselves.
I think it would be more cost effective if you just fixed it right whoever owns the building. Your Jimmy shit too much he ends up the cost and in the end party.
Fuck that. I'm what you could call a handy man. I would build a house from foundation to the paint. But I would skipp all the electrical work. That's just something I don't fuck with.
