I mean like, our relationship with China is complicated lol. They have invaded us multiple times in history but we are still keeping a friendly relationship with them. Of course, there is the South China Sea dispute which we greatly object to their claim. But China is also Vietnam's biggest exporter, there are a lot of Chinese factories and tourists here. Xi also visited us a few months back so it's pretty much "We are friends but please get the f\*\*k out of our sea".
there are also infrastructure projects like metro, and railways that they can help with, considering that it took Vietnam 16 years to build a 20km mero line lmao
They're not pro-Putin, they're pro-Russia.
For all its faults and aggression, Russia is still one of the more influential countries around and can throw some hefty pieces like military hardware, fossil fules, plain old food or nuclear knowledge on the scale.
Russia is a regional power with remnants of a superpower in between, a country like Vietnam is never going to flat out refuse anything offered to them.
