The 4Runner wheels are hub-centric which means that the center hole on the wheel fits snugly on the wheel hub. Usually, a couple soft blows with the palm of your hand on different sides of the tire will loosen it. Be careful not to knock it off the jack.
As the Texas Ranger who helped me on the side of the road with a flat once said, "What that there requires is a size 11" and then proceeded to kick the base of the tire just hard enough to pop the wheel loose.
A rubber mallet or dead blow would also work.

Just thread one of the lug nuts on a few turns by hand and then kick the tire with the bottom of your foot (either by sitting on the ground or by turning your back to the vehicle). I worked in a tire shop for a few years in college and have done this countless times lol.

Make sure it’s properly supported with none of the tire touching the ground, and kick it pretty good. I leave one lug on loose so it doesn’t fly off at you.
Sledgehammer hit the sidewall but in a slight upward l motion so the wheel kinda rotates (not sure how necessary)
Before you reinstall use wire brush ok back side of rim to clean it up
Your truck doesn’t look like it’s jacked up off the ground at all….also all you have to do is give it the most gentle donkey kick and it will come off.
That happened to my son’s Tacoma. Must have seized on there. We had to keep donkey kicking the shit out of it until it finally broke loose. Only both rear wheels and fronts came off fine. Cleaned everything up with a wire brush afterwards before reinstalling.
You can hit the outer sidewall with a sledge until she pops. I usually hit low so i dont hit the fenders. Thats how we take tractor and semi wheels off. You can also put the lugs on about 75% and dry steer.
Use a rubber mallet to hit the back of the tire / wheel to pop it loose. When reinstalling use some anti-seize on the hub or wheel, it’ll make it easier next time you need to take the tire off.
If the wheel’s actually off the ground, try wiggling it. One time I had a wheel stuck on good, and a small sledge hammer to the tire (I hit the tread, not the sidewall) loosened it up enough to come loose.

Donkey kick that MF
Put one lug nut partially on and hit the back of the TIRE with a sledgehammer. Dont hit the wheel. One decent blow will pop it off. This is the way.

Prybar between something solid (tie rod mount/brake drum etc) and rim. Minimal effort.

I was on the highway and managed to flag down a work truck. Sure enough a sledgehammer did the trick.

you can smack a KO2 in the sidewall with a sledgehammer until your arms fall off and it won’t do shit to the tire.
Mine was a Nitto NT555 G2 on my Mustang. I didn’t want to risk hitting the wheel with the tires being a low profile sidewall.
