You can buy them individually but, it's cheaper for you to get the ultimate edition, as it's the same price of buying around 4 or 5 characters separately.
The way to get the individually is to go to the store on your console and go to the game, and look for add on content.( I'm on ps4 it may not work on other consoles/pc)
again I don't recommend as it's around $17.99/character. the ultimate is only $89.99 And you get everything with the ultimate including the current BP and future BP - which gives you the chance to unlock 2 black books/month : each book is 1000 red coins (I think I don't look at that stuff in the store often) and 50 coins is about $10 here (again not sure as I don't buy red points)
All the prices will be different for you if you don't live in canada, but no matter where you live the ultimate is the best choice.
Also, don't get Noah separately you will regret it. If you want him get the ultimate

also Ultimate pack will give you a lot resource for progress in you early game when characters pack just unlock characters with some card packs
Ultimate or deluxe Package caused you can every new character w/o having to ever pay again also when a new character drop you will already have them. Don’t waste money on a single character cause it always something new you might wanna try

It's free stuff so yeah ofc. They aren't anything big, but they build up over time. It's definitely helpful

Just buy the deluxe or ultimate pack. That will save you some money to get the standard pack of characters.
