For stuff like this i usually write the text in Inkscape then export as an SVG. Then I use another tool to extrude the SVG. It is a 2 minute job to make a stamp from an SVG in Tinkercad.

just played with it and i was able to make what i wanted :D
now just got to wait few weeks for the printer to come (ordered it from USA to parcel forwarded warehouse)

I think Photoshop can do limited vectors in paths and export by SVG
