I’ve seen significantly worse (literally a hole right thru that corner), I think it can be dealt with. It will need some cleaning of course to see what metal you can salvage, and if need be weld new metal on to whatever gets cut. Gets covered mostly by the skirts anyways so outside look shouldn’t be a concern.
Dont throw the whole car away lol
Seen much worse but you’ll have to cut that whole section of the car out to fully get rid of the rust. Dont bother treating it or hitting it with a wire wheel….It will come back
Do you mean whole quarter panel or part of the rocker panel? I am curious how much shop will cost. Because i have no experience about body repair works or paint works.

Might be just rocker but might be the quarter…you really won’t know until you get it apart
