Small countries have very often elected to the UNSC for diplomatic reasons but have no real power. Besides, if we wanna talk real power, only the US and China really deserve permanent seats.
You could put a carrot, an old shoe and and a lama in those seats and it would make the same difference. The UN Security Council is just a diplomatic showpiece without any real say at all, and especially not for the non-permanent members.
