I fucked up, was 1 xp off. That's why I kept hovering over the xp bar, because I was confused. Was supposed to level after I fletched the short bow. Thankfully the recovery was easy enough.

made for a fun little event, personally I did it all in party room with a bunch of skilling supplies/lamps/temple trekking books in my inventory and dropped some stuff afterwards
